Harford County will offer a series of FREE classes on mental health and safety to raise awareness and empower citizens to peacefully resolve conflict and help others in crisis: This class, presented by the Harford County Department of Emergency Services, will teach participants live-saving techniques. Stop the Bleed is a national awareness campaign that encourages bystanders to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrives.
